Privacy Policy
This Privacy Policy explains how Huntington Analytics (“we,” “us,” or “our”) collects, uses, and protects information submitted through the CSAT GPRA Intake Portal (“the Portal”). This Portal is intended for use by participants and staff involved in authorized projects and programs.
1. Who we are
Huntington Analytics is an independent data and analytics organization that supports program monitoring, evaluation, and quality improvement. This Portal is modeled on the SAMHSA CSAT GPRA Client Outcome Measures questionnaire but is operated by Huntington Analytics and its partners, not by SAMHSA.
2. Information we collect
When you use this Portal, we may collect the following categories of information:
-
Identification and record-management information
For example: a study or client ID, program site, interview date and type, and other fields needed to manage your record within a project. -
Demographic and background information
For example: age or birth year, gender, race/ethnicity, living situation, education, employment status, and related items modeled on the GPRA instrument. -
Substance use and treatment history
Information about past and current use of alcohol, tobacco, and other substances, as well as prior treatment and recovery supports, as appropriate for the project. -
Health, mental health, and social information
For example: self-reported physical and mental health, legal involvement, housing stability, income, and social supports, consistent with GPRA-style questions used in program evaluation. -
Contact and communication information (if collected)
For example: your name, phone number, email address, or preferred contact method, if your program collects this information to stay in touch with you. -
Technical information
We may collect technical data related to your use of the Portal, such as your IP address, browser type, device type, approximate location, and timestamps, to help keep the system secure and improve performance. -
Locally saved answers
If you choose to use the “Save” function on the intake pages, some answers may be stored temporarily in your browser’s local storage on the device you are using. This information stays on your device unless and until it is submitted to the server or you clear it.
3. How we use your information
We use the information collected through the Portal for purposes such as:
- Managing and tracking individual intake records within a program or project.
- Supporting program eligibility screening and referrals, where applicable.
- Monitoring program performance, outcomes, and service quality over time.
- Generating de-identified or aggregated statistics for reporting to funders, partners, or oversight bodies.
- Improving the design, usability, and performance of the Portal and related tools.
- Meeting applicable recordkeeping, audit, and compliance requirements.
Wherever possible, we separate direct identifiers (such as names and contact details, if collected) from outcome and analytic fields and rely on coded record IDs to reduce privacy risks.
4. Program and legal context
The Portal is designed for use by authorized programs and projects that may be supported by federal, state, local, or private funding. The specific legal and regulatory frameworks that apply to your information (for example, privacy, health, or research regulations) may depend on:
- Who is collecting your information (for example, a treatment provider, community organization, or independent evaluator).
- The type of services or activities involved (for example, treatment services, prevention, outreach, or evaluation only).
- The terms of grant or contract agreements and any applicable laws in your state or jurisdiction.
The Portal itself is a data-collection and management tool. It does not replace any consent process, privacy notices, or client rights documents that your provider or program is required to give you. If you have questions about how your information is used in a specific program, please contact your provider or program directly.
5. How we protect your information
We take reasonable technical and organizational measures to protect the information collected through this Portal, including:
- Using secure transport protocols (HTTPS) to protect data in transit.
- Storing data in encrypted or access-controlled systems hosted on reputable cloud infrastructure providers (such as Amazon Web Services).
- Restricting access to authorized personnel based on role and need-to-know.
- Using authentication and logging to help prevent and detect unauthorized access.
However, no system or method of transmission over the Internet is 100% secure. We cannot guarantee absolute security, but we work to reduce risks through thoughtful system design and safeguards.
8. Your choices and rights
Depending on the program you are participating in and the laws that apply, you may have rights such as:
- To ask how your information is being used in a particular project.
- To request that your information be updated or corrected if it is inaccurate.
- To ask whether your information can be deleted, anonymized, or limited in use, subject to program, legal, and funding requirements.
To exercise these rights, please contact your provider or program first. You may also contact Huntington Analytics using the information in the “Contact us” section below, especially if your question relates to the Portal itself or data stored in our systems.
9. Use by minors
This Portal is intended for use only as part of authorized programs and projects. If minors participate, this should occur under the supervision of appropriate program staff and consistent with program policies and applicable laws (for example, parental consent or assent where required).
10. Changes to this Privacy Policy
We may update this Privacy Policy from time to time to reflect changes in our practices, the Portal, or applicable requirements. When we make material changes, we will adjust the “Last updated” date below and, where appropriate, provide additional notice through the Portal or program communications.
